The “orphan works problem” refers to the large group of books published after 1923 (in the U.S.) whose copyright status cannot easily be determined. (Books published before 1923 are in the public domain.) It’s a problem because no one knows what can be done with these books. Can they be republished? Digitized and mounted on a Web server?
